Title:

Towards Common Information Systems Maturity Validation - Resilience Readiness Levels (ResRL)

Abstract: The intent of this study is on a proposal of resilience readiness level (ResRL) metrics towards their aspects, factors, definition, criteria, references and further questionnaires for the contribution of combined-total maturity measures and pre-operational validation of shared and adaptive information services and systems. The study attempts to answer the following research question: how can ResRL metrics be understood in the domain of shared information systems and services. It aims to improve ways of the acceptance, operational validation, pre-order validation, risk assessment and development of adaptive mechanisms as well as the integration of information systems and services by actors and authorities across national borders.

Title:

End-users Co-create Shared Information for a More Complete Real-time Maritime Picture

Abstract: European Union Member States are working towards an integrated maritime surveillance and deeper information sharing and implementation of Common Information Sharing Environment. Value networks aiming at co-creation, need active facilitation, and relevant platforms for open cooperation. This study analysed scenario analytics, and narrative documents from projects CoopP, CISE, and MARISA by using a Data Extraction Table to classify both objects and phenomenon relevant to European maritime information sharing systems. The object and phenomenon rows are grouped under a European Coast Guard Functions, CGFs framework, to better understand their occurrence and interdependencies. This paper finds that objects and phenomena need to be continuously evaluated against evolving risk and treat scenarios and end-user needs. Shared maritime information systems need to include tools for continuous self-revaluation. Added complexity may greatly reduce the time to value creation and innovation, which in this context is the ability to create greater common knowledge, learning, and value. Thus, faster and more widely shared information on objects and phenomena result in an accurate Recognized Maritime Picture, which supports threat assessment, asset and operations planning, and sharing of resources for added safety and security on the European maritime domain.

Title:

Human-centered Design Model in the Development of Online Learning Tools for International Security Training - CASE IECEU New Media based Learning Application (NMLA)

Abstract: A need to enhance online training solutions among peacebuilding and conflict prevention actors in the field of international security has been addressed in order to raise the collaboration, information sharing and provide more effective training. The implementation of educational technologies is inherently difficult especially if it is technology driven. This paper presents the idea of human-centered design approach in line with the principles of human-technology interaction in order to tackle the possible training challenges that may occur in the development and implementation of online and Elearning environments for adult students. As part of research and development project, the design case for peacebuilding and crisis management online-based training was conducted and studied. The case study showed that before providing the technological solutions there is a need in dept analysis on the requirements as well as iteration of algorithms. Moreover, functionality and completeness of the instantiations, such as services, raised the motivation among the user community. The created human-centred design model for the learning environment development processes supports to meet not only with current training needs in security but also in identifying which parts of education and training can be facilitated by technology.

Title:

Common Information Sharing on Maritime Domain - A Qualitative Study on European Maritime Authorities’ Cooperation

Abstract: The most important element of the Common Information Sharing Environment (CISE) is to allow the data collected by the maritime authority to be available for specific purposes by the other maritime authorities. Different actors collect data on a number of occasions and CISE allows for cross-border and cross-sector information exchange. Compliance with the European Maritime Security Strategy and CISE model maximises interoperability with other already existing and functioning Maritime Safety Authorities’ (MSA) entities. This qualitative study brings out European Union projects FiNCISE, EUCISE and MARISA together with authorities’ cooperation in maritime domain. A response to security challenges and improving safety requires the cooperation of all administrative sectors, other actors, and close interaction. The action of authorities needs to be more strongly aimed at common goals. Authorities will contribute to a stronger position to act together culture and a strong commitment to common goals. The challenges are not solvable by a single administrative sector or a single actor alone posed by the complex global environment. Cooperation insist deep and committed cooperation between the authorities and other actors.

Cybersecurity Safeguards for the Automotive Emergency Response Vehicles

Abstract: A modern Emergency Response Vehicle (ERV) is a combination of emergency services and functional mobile office on the wheels. Researchers have observed that emergency response personnel including Law Enforcement Authorities (LEAs), Police and border guards, could be on the duty while having possibility to use same services compared to fixed office. During our research study, users have registered special demand for mobile office. To meet this demand, designers and engineers have combined a modern vehicle platform with computers, monitors, wireless connectivity and many other devices needed in everyday activities. However, there is continue challenge, the standards are not covering information and cyber security properly. This research paper fulfils that gap by applying the Finnish National Security Auditing Criteria version 2 (KATAKRI II) on eight asset classes that have recognised in Mobile Object Bus Integration (MOBI) project. The outcome is a pragmatic solution that provides large set of safeguards for guaranteeing ERV information and cyber security.

Title:

Model for Effective Integration between Research, Work Life and Higher Education in International Security Studies

Abstract: This is an introduction about building an innovative learning environment for the integration of research, work life and higher education. The current international security education facilitates higher education studies through innovative, research integration and collaborative learning activities. Similarly, the education and training faces challenges and new technology trends in learning delivery. It has been recognised that an integration between research, work life and education studies may benefit each other in knowledge creation. The research group completed a desk research and studied four different cases where the integration between research, work life and higher education was implemented during years 2016 and 2017. According to the findings of the desk research and case studies, the researchers build a model of innovative learning environment in order to ensure successful integration processes in the international security management studies.
